WHY IS THE MAXIMUM MEMORY USAGE 512?

I am environment up a web-site and the machine keeps locution that there haw not be sufficiency module despite the fact that the module is 1gb but still I cannot seem to be healthy to ingest more than 512 Please verify me why?

      You may have a lot of temporary files, cookies, etc. in your system cache taking up memory. From the desktop with no programs running, click start > control panel > double click internet options. A dialog box with several tabs will appear. On the General tab, click Delete Cookies, Delete Files (including offline content) and Clear History, one at a time. Answer OK/yes when prompted, restart computer. If this doesn’t help it’s possible you might have bad memory (a stick going bad.)
