try installing 2 x 1gb, see if that works….also are you sure you have fully installed them

Firstly, try using just one stick of RAM, in the slot nearest the CPU. If it works with that, then there is a motherboard limit on the type of RAM DIMMs that you can install.
Check your motherboard manual to see if it can still run the RAM at normal speed if all slots are filled with modules – some mobos have a limitation which means that you will need to slow the RAM speed in the BIOS before they will all work together.
Another possibility is that it may be trying to run the RAM in Dual-Channel mode (which gives a performance boost), but unless you bought the RAM as Dual-Channel (i.e. in matched pairs) they might not work.
A third possibility is that one ore more of the DIMMs may be faulty and preventing your PC from booting.

Try switching out the slots those sticks are in. The reason I’m saying this is in two parts: 1) It’s possible that you didn’t click one of ‘em in all the way, and 2) Sometimes different sticks simply play nicer with different slots — odd, but true. If it still won’t work, you may want to exchange those sticks for different ones. I’ve bought a couple of duds in my lifetime as well, and all it takes is one bad stick out of the batch to ruin the whole bootup process….

    http://support.dell.com/support/edocs/sy…
    “Memory
Type 533-MHz and 667-MHz dual DDR2 unbuffered SDRAM
    Memory connectors four
Memory capacities 256 MB, 512 MB, or 1 GB non-ECC
    Minimum memory 256 MB
    Maximum memory 4 GB”
Be sure they are inserted properly as they only go one way and press firmly until both end tabs snap in place.

I think you touched the gold contact points on the RAM sticks and its fried with static electricity!!
or the RAM sticks are not seated properly, you need to put a lot of pressure on them to fully go in place and lock with the side clips
you may go into BIOS and check up if its detected properly

you may have given the RAM static – damaging it
or you may have used another verssion of RAM – not DDR2
or you may have put it on the motherboard the wrong way round
the different speeds dont make a difference

If its anything like my computer , It has 2 x 1 Gb slots and 2 x 512mb Slots.
So check if thats the same with you , Because if you put a 1gb into a 512 slot that will happen
